<p style="margin-top:-10.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">The Department of Defence via the Defence Innovation Hub (<b>Defence</b>) is seeking innovation proposals that will assist Defence to enhance the Land Force Support System (LFSS) capabilities to ‘sense and respond’.</span></p>

<p style="margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">Army’s Contribution to Defence Strategy describes how Army’s teams contribute to the achievement of Strategic Defence Objectives for a safe, secure and prosperous Australia. Army’s teams have always adapted to new challenges but are now experiencing changes to the character of warfare at a rate faster than many of Army’s processes and structures were designed for. Army has termed this Accelerated Warfare. Accelerated Warfare focuses our thinking on how we prepare for accelerated change, for operations today and into the future.</span></p>

<span style="font-family:calibri,sans-serif; font-size:10.5pt;">Accelerated Warfare identifies the need for conducting and sustaining land combat operations across a spectrum of conflict (cooperation, competition and conflict). It requires that the Army be connected, protected, lethal and enabled. It means that Army must deliver a support system able to sustain land combat operations in an effective and efficient manner through the leveraging of technology – to provide a balanced, agile and sustainable force.</span> <span style="font-family:calibri,sans-serif; font-size:10.5pt;">The LFSS synchronises effects (including industry) to prepare, project and sustain training and operation. It must be effective during conflict and aim to be as efficient as practicable during cooperation and training in Australia. The system must be digitised, scalable, protected, agile, resilient, integrated to function across the spectrum of conflict in a range of environments. The system must be survivable in both environments of electronic and physical threat. </span> <span style="font-family:calibri,sans-serif; font-size:10.5pt;">The LFSS environment encompasses the Computer information Systems (CIS) Network, the capability systems and command and control as shown in Diagram A.</span>

<h2 style="margin-top:6.0pt;text-align:justify;page-break-after:auto;"><strong><span style="color:#65B32E;font-family:calibri,sans-serif;font-size:12pt;">Overview</span></strong></h2>

<p style="margin-top:-10.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">This Call for Submissions comprises this Challenge Statement, the Terms and the Assessment Criteria and Process.</span></p>

<p style="margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">This Call for Submissions is Stage 1 of a two-stage procurement process. It is open to respondents registered in Australia or New Zealand only. Defence’s objective in this Call for Submissions is to select respondents to participate in the request for proposal process (Stage 2). As part of Stage 2 assessment, respondents will be invited to display their innovations at Army Innovation Day 2020 (AID20) on 01 July 2020.</span></p>

<p style="margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">Defence’s objective, following Stage 2, is to select a number of respondents to enter into an Innovation Contract with Defence to deliver a demonstrator of the technology for user trial and evaluations with the Australian Army within 12 to 15 months after contract commencement. If your technology will not be ready in this timeframe, you should not respond to this Call for Submissions and may instead prefer to submit a proposal to the Priority Innovation Notice at <a href="https://www.innovationhub.defence.gov.au/call-for-submissions/">https://www.innovationhub.defence.gov.au/call-for-submissions/</a> .</span></p>

<p style="margin-top:-10.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">Our Challenge focuses on leveraging technologies to improve situational awareness, decision cycles, simplify processes and optimise support outcomes. The LFSS encompasses all logistics, combat service support, deployable infrastructure and health functions to prepare, project and sustain the Joint Land Force across a diverse range of environments.</span></p>

<p style="margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;"><b>The Challenge: Defence is seeking innovative proposals that enhance the Land Force Support Systems’ ability to ‘sense and respond’ in the following areas: Bulk Commodity Visibility, Personnel/Patient Tracking and Principal Item Management.</b></span></p>

<p style="margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">Defence has embarked on a number of activities to improve situational awareness, enhance the physical systems and simplify the LFSS while improving agility, resilience, and assurance including the following:</span></p>

	<li style="margin-left:10.0pt;padding-left:15.0pt;text-align:justify;"><span style="font-family:calibri,sans-serif;font-size:10.5pt;">JP9111 – Joint Command and Control which is developing a recognised logistics picture that combines data from the logistics transactional system and command and control networks.</span></li>
	<li style="margin-left:10.0pt;padding-left:15.0pt;text-align:justify;"><span style="font-family:calibri,sans-serif;font-size:10.5pt;">ICT 2283 – The Enterprise Resource Planner which will use an SAP product for all logistics, finance and estate transactions.</span></li>
	<li style="margin-left:10.0pt;padding-left:15.0pt;text-align:justify;"><span style="font-family:calibri,sans-serif;font-size:10.5pt;">L200 – Land C2 system.</span></li>
	<li style="margin-left:10.0pt;padding-left:15.0pt;text-align:justify;"><span style="font-family:calibri,sans-serif;font-size:10.5pt;">JP8190 – Deployable Bulk Fuel. </span></li>

Proposals should clearly articulate the development activities to be completed to enable a demonstration to occur as well as outline the demonstration to be delivered within the proposal scope.</span></p>

<h2 style="margin-top:6.0pt;text-align:justify;"><strong><span style="color:#65B32E;font-family:calibri,sans-serif;font-size:12pt;">Proposals based on Technologically Mature Products</span></strong></h2>

<p style="margin-top:-10.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">Defence will consider proposals based on products that are technologically mature i.e. at Technology Readiness Level (TRL) 9, only where such proposals include innovative development to ensure the product integrates with the requirements of this Challenge Statement. Proposals submitted simply for TRL9 or Commercial Off The Shelf products without consideration of a development pathway to meet ADF contexts will not be assessed in accordance with Clause 3.4(m) of the Call for Submission (<b>CFS</b>) Terms.</span></p>

<h2 style="margin-top:6.0pt;text-align:justify;"><strong><span style="color:#65B32E;font-family:calibri,sans-serif;font-size:12pt;">Additional Considerations</span></strong></h2>

<p style="margin-top:-10.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">Defence is currently progressing a number of initiatives that explore the application of autonomous systems, including person in the loop vehicles, unmanned aerial vehicles and robotic companion prototypes in support of the Land Force Support System. As such, these systems will not be considered as part of this challenge, and any proposals received on these systems will not be assessed in accordance with Clause 3.4(f) of the CFS Terms. It should also be noted that the CIS Network is specifically excluded.</span></p>

<h2 style="margin-top:6.0pt;text-align:justify;"><strong><span style="color:#65B32E;font-family:calibri,sans-serif;font-size:12pt;">Army Innovation Day 2020</span></strong></h2>

<p style="margin-top:-10.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">AID20 will be held on Wednesday, 1 July 2020. The purpose of AID20 is for selected respondents to display and pitch their proposed innovations to assessors, Capability Managers and Defence Innovation Hub personnel. Respondents may also be able to verify, validate and clarify their RFP Response. The request for proposal terms (separate to these Call for Submission terms) will govern the respondents’ participation in AID20.</span></p>

		<li>This is a call for submissions (Call for Submissions). Your submission must be lodged before the Closing Time using the “Special Notice Proposal Submission Form” available on the Defence Innovation Hub Web Portal. Defence will assess submissions received in response to this Call for Submissions in accordance with these Terms, against the assessment criteria, and in accordance with the Assessment Criteria and Assessment Process.</li>
		<li>If Defence selects your submission to progress to Stage 2, you will be invited to participate in Stage 2 and submit a proposal in response to a request for proposal and Defence will consider the proposal in accordance with the terms of that process.</li>
		<li>Under the request for proposal, Defence may invite you to attend and participate in AID20 at your own cost. Before you can submit a proposal, you will be required to agree to specific terms in the request for proposal terms that govern the relationship of the parties in relation to AID20. By making a submission in response to this Call for Submissions, you acknowledge and agree to the key features of the request for proposal terms with respect to AID20 set out in clause 4 of these Terms.</li>
		<li>You will be notified of the outcomes of each stage and may request a debriefing at the end of each stage in which you participated.</li>
		<li>To the extent permitted by law, no binding contract (including a process contract) or other understanding (including any form of contractual, quasi-contractual or restitutionary rights, or rights based upon similar legal or equitable grounds) will exist between Defence and a respondent unless and until an Innovation Contract is signed by Defence and a successful respondent.</li>

		<li>Defence may amend, suspend, defer or terminate this Call for Submissions, and any aspect or the whole of the process (including the submission form), at any time by issuing a notice in writing via AusTender and the Innovation Hub Dashboard.</li>
		<li>In addition to its other rights, Defence will not invite you to respond to the request for proposal if you:
		<ul style="list-style-type: lower-alpha; font-family:calibri,sans-serif; font-size:10.5pt; margin-top:6.0pt;margin-bottom:6.0pt;margin-left:20.0pt;text-align:justify;">
			<li>are non-compliant under the <em>Workplace Gender Equality Act 2012</em> (Cth); or</li>
			<li>have a judicial decision against you (including overseas jurisdictions but excluding judgements under appeal or instances where the period for appeal or payment/settlement has not expired) relating to unpaid employee entitlements where the entitlements remain unpaid; or</li>
			<li>are an individual or entity on the Consolidated List to which the <em>Charter of the United Nations Act 1945</em> and <em>Autonomous Sanctions Act 2011</em> currently applies.</li>

		<li>Defence may at any time do any number of the following:

			<li>consider additional information related to a submission (including information obtained from sources other than a respondent);</li>
			<li>shortlist one or more respondents;</li>
			<li>exclude a submission from further consideration under clause 3.4;</li>
			<li>decide not to undertake, or discontinue, the Call for Submission if Defence considers it does not have sufficient submissions to make the continuation viable; and</li>
			<li>decide not to proceed with AID20, or not invite a respondent to AID20, for logistical, security or safety reasons.</li>
		</ul>
		</li>
		<li>Defence may at any time exclude a submission from further consideration in any of the following circumstances:
		<ul style="list-style-type: lower-alpha; font-family:calibri,sans-serif; font-size:10.5pt;">
			<li>clause 2 or clause 9 of these Terms is breached;</li>
			<li>the assessment of the submission against any one or more assessment criteria suggests that there is no reasonable prospect of being successful;</li>
			<li>Defence considers that the technology may present high risk to the environment, safety, security, persons or property or may breach the law or infringe the rights of others;</li>
			<li>Defence considers the submission includes a false or misleading claim or statement;</li>
			<li>if any of the circumstances specified in clauses 3.2a or 3.2b or 3.2c applies to the respondent;</li>
			<li>the proposed innovation is covered by existing procurement process or research activities Defence is undertaking (including the application of autonomous systems, including person in the loop vehicles, unmanned aerial vehicles and robotic companion prototypes, as specified in the Challenge Statement);</li>
			<li>the proposed innovation has been developed by or with the assistance of an individual during the course of their employment with Defence;</li>
			<li>the proposed innovation has been developed under a contract with Defence (unless the contract specifically allows this);</li>
			<li>the submission is made by, or with the assistance of, an entity or individual that is working or has worked with Defence on the Call for Submissions; and</li>
			<li>the submission includes information that cannot be read or decrypted, or Defence believes the submission may contain a virus, malicious code or anything else which may compromise the integrity or security of its ICT environment.</li>
			<li>the submission or a part of the submission is lodged after the Closing Time, as specified in clause 2.1;</li>
			<li>the submission is incomplete;</li>
			<li>the proposed innovation is for Technical Readiness Level 9 (TRL9) or Commercial Off The Shelf products without consideration of a development pathway to meet ADF contexts, as specified in the Challenge Statement; or</li>
			<li>the entity lodging the submission does not hold a valid Australian Business Number (ABN) or New Zealand Business Number (NZBN).</li>
		</ul>
		</li>
		<li>Defence reserves the right to determine the order in which it assesses the submissions it receives in response to this Call for Submissions.</li>
	</ol>

			<li>you will be responsible for removing all equipment, technology, rubbish and other items you bring after the completion of your involvement in AID20; and</li>
			<li>you will be required to participate in AID20 in a co-operative and collaborative manner and to comply with all reasonable directions given by Defence in relation to AID20. Participants must not act in a manner that would bring Defence into disrepute.</li>

		<li>Defence is not liable to you for any costs or expenses incurred by you in taking part in this Call for Submissions, including where:

			<li>your submission is excluded at any stage of the process;</li>
			<li>Defence varies or terminates this process;</li>
			<li>Defence’s requirements change;</li>

			<li>you rely on advice from Defence or any other Commonwealth of Australia entities, including the Centre for Defence Industry Capability, in relation to your submission; or</li>
			<li>there are failures or problems involving your infrastructure, browser or internet connectivity.</li>

			<li>determine whether to invite you to submit a proposal (through Stage 2 Request for Proposal) to enter into an Innovation Contract for funding and development of the proposed innovation in your submission;</li>
			<li>inform the assessment of your response to a Request for Proposal; and</li>
			<li>evaluate and review its processes, in order to make improvements in relation to future calls for submissions.</li>
		</ul>
		</li>
		<li>You agree that Defence may disclose or provide access to information included in your submission to
		<ul style="list-style-type: lower-alpha; font-family:calibri,sans-serif; font-size:10.5pt;">
			<li>authorised personnel within the Department of Industry, Innovation and Science, to allow the Centre for Defence Industry Capability to provide you with updates on the progress of your submission;</li>
			<li>other government agencies, including state and territory government agencies, to consult with them about the claims you have made in your submission; and</li>
			<li>take appropriate action if any statement made in your submission is incorrect, incomplete, false or misleading, including using the information contained in the proposal for a fraud investigation that would be consistent with the Australian Government’s Investigations Standard and Fraud Control Guidelines.</li>
		</ul>
		</li>
		<li>Defence will not use or disclose information in your submission other than as set out in clauses 7.1 or 7.2 unless:

		<li>In these Terms, unless the contrary appears:
		<ul style="list-style-type: lower-alpha; font-family:calibri,sans-serif; font-size:10.5pt;">
			<li>the singular includes the plural and vice-versa;</li>
			<li>a reference to one gender includes the others;</li>
			<li>"AID20" means Army Innovation Day 2020;</li>
			<li>"Assessment Criteria and Process" means the document which contains the assessment criteria and process for this Special Notice published by Defence on the Defence Innovation Hub Web Portal;</li>
			<li>"Challenge Statement" means the cover document to these Terms that sets out the challenge statement for this Special Notice</li>
			<li>"Closing Time" means the time and date specified as such in the Challenge Statement;</li>
			<li>"Contract Phase Statement" means the document included in the Innovation Contract entitled Contract Phase Statement;</li>
			<li>"Defence" refers to the Commonwealth of Australia as represented by the Department of Defence, including its advisers or contractors;</li>
			<li>"Defence Innovation Hub Web Portal" means the webpage available at <a href="https://www.innovationhub.defence.gov.au/call-for-submissions/">https://www.innovationhub.defence.gov.au/call-for-submissions/</a>;</li>
			<li>"Defence Innovation Hub Dashboard" means the page visible to users of the Defence Innovation Hub Web Portal after login</li>
			<li>"Innovation Contract" means a contract between Defence and a respondent, formed after the respondent has provided a successful response to a request for proposal;</li>
			<li> "IP Schedule" means the IP Schedule at Annexure C of the Innovation Contract;</li>
			<li>"request for proposal" means the second stage request for proposal process for this Special Notice;</li>
			<li>"request for proposal terms" means the terms notified to the market that govern the second stage request for proposal process for this Special Notice;</li>
			<li>"Special Notice" means a two-stage procurement process issued by Defence under the Defence Innovation Hub program to address a specific problem or technical challenge;</li>
			<li>“Standard Terms” means the document entitled “Innovation Contract – Standard Terms”;</li>
			<li>“Statement of Tax Record” means a statement of tax record issued by the Australian Taxation Office following an application made in accordance with the process set out at <a href="https://www.ato.gov.au/Business/Bus/Statement-of-tax-record/?page=1#Requesting_an_STR">https://www.ato.gov.au/Business/Bus/Statement-of-tax-record/?page=1#Requesting_an_STR</a>;</li>
			<li>“Technical Data Schedule” means the Technical Data Schedule at Annexure F of the Innovation Contract;</li>
			<li>"Terms" means these terms for the Call for Submissions, and includes the Assessment Criteria and Process; and</li>
			<li>"the process" refers to the procurement process commenced by this Call for Submissions.</li>

		<li>To the extent of any inconsistency, these Terms take precedence over:

	<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">Defence will consider the following elements in making an assessment against this criterion:</span></p>

	<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">Defence will consider, in making an assessment against this criterion, the current technology readiness level of the proposed innovation within an ADF context, and the relevance and credibility of any claims made by the respondent relating to the feasibility of the proposed innovation.</span></p>
	</li>
	<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;font-size:10.5pt;" value="3"><strong>Timeliness - </strong>The anticipated timeframe that the proposed innovation would require to realise a positive impact on Defence capability.
	<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">Defence will consider the following elements in making an assessment against this criterion:</span></p>

	<ul style="font-family: calibri, sans-serif; font-size: 10.5pt;">
		<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:10.0pt;list-style-type:lower-roman">the extent to which the proposed timeline and duration of the innovation project aligns with the preferred timeframe of 12 months (from contract commencement), however, does not exceed 15 months as noted in the Challenge Statement.</li>

	<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;font-size:10.5pt;" value="4"><strong>Contribution to Australia’s Defence industry capability - </strong>The extent to which the proposed innovation has the potential to improve or contribute to Australia’s Defence Industry capability and capacity.</li>
</ul>

<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><strong><span style="color:#65B32E;"><span style="font-family:calibri,sans-serif;">Clarification and exclusion from further consideration</span></span></strong></p>

<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">At any stage during the assessment process, Defence may:</span></p>

	<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;">seek clarification of your proposal in accordance with clause 3.3 of the CFS Terms; or</li>
	<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;">exclude your proposal from further consideration in accordance with clause 3.4 of the CFS Terms.</li>
</ul>

<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;page-break-after:avoid;"><strong><span style="color:#65B32E; font-family:calibri,sans-serif;">Assessment outcome</span></strong></p>

<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;page-break-after:avoid;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">After each submission is assessed against the assessment criteria, Defence will determine a shortlist of submissions that will progress to Stage 2 (RFP), taking into account the: </span></p>

<ul style="font-family: calibri, sans-serif; font-size: 10.5pt; margin-left: 40px;">
	<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;">assessment against the assessment criteria;</li>
	<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;">funding available to address the challenge described in the Challenge Statement; and</li>
	<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;">the extent to which the proposed shortlist of submissions, taken together, meets the objectives and requirements of Defence. This may include selecting an appropriate range or mix of technologies across the sub-themes identified in the Challenge Statement.</li>
</ul>

<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">It is Defence’s intention to select up to 15 submissions from Stage 1 (CFS) to be shortlisted to progress to Stage 2 (RFP). Respondents will be advised of the outcome of their submission, which will either be that the submission is:</span></p>

<ul style="font-family: calibri, sans-serif; font-size: 10.5pt; margin-left: 40px;">
	<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;"><strong>successful,</strong> in which case the Respondent will be invited to participate in Stage 2 (RFP); or</li>
	<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;"><strong>unsuccessful,</strong> in which case, the proposal will not be progressed to Stage 2 (RFP).</li>

<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">As part of Stage 2, invited respondents will be required to provide more detailed information on the proposed innovation than required in the Stage 1 (CFS). Defence will also provide a draft Innovation Contract for respondents to complete the draft Contract Phase Statement, draft Project Execution Plan and relevant Annexes (e.g. the IP and Technical Data Schedules). <strong>Defence will not negotiate the Standard Terms of the Innovation Contract. Defence will not allow respondents to propose any new innovation which was not included as part of a Stage 1 submission.</strong></span></p>

<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">Defence will assess the proposals received against the RFP Terms and assessment criteria (set out below) in order to decide which proposals represent the best value for money for the Commonwealth. Defence’s intention is to select a number of proposals to execute a Phase 2 Innovation Contract. </span></p>

<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">As part of the RFP process, Defence will invite respondents to attend and participate in AID20. Only those respondents that submit a completed and compliant RFP will be invited to participate in AID20. The RFP Terms will include terms that govern the respondent’s involvement in AID20. The respondent’s participation in AID20 is for clarification and verification purposes only. Defence will use the activity to clarify and confirm aspects of the respondent’s written proposal and may take the respondent’s participation into account in the evaluation of the respondent’s proposal.</span></p>

<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><strong><span style="color:#65B32E; font-family:calibri,sans-serif; font-size: 12.0pt;">Assessment Criteria</span></strong></p>

	<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;"><strong>Cost</strong> – The cost of the proposed innovation, including contract price, Defence items and any other costs to Defence.</li>
	<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;"><strong>Organisational Capability and Capacity – </strong>The extent to which the respondent is capable of, and has the capacity to, successfully progress the proposed innovation now and into the future.
	<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">Defence will consider the following elements in making an assessment against this criterion:</span></p>

	<ul style="font-family:calibri,sans-serif; font-size:10.5pt;">
		<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:10.0pt;list-style-type:lower-roman">the extent of the project management capability of the respondent, and appropriateness of any proposed or existing governance arrangements;</li>
		<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:10.0pt;list-style-type:lower-roman">financial and corporate viability of the respondent; and</li>
		<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:10.0pt;list-style-type:lower-roman">previous performance of the respondent in delivering similar projects or services.</li>
	</ul>
	</li>
</ul>

<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><strong><span style="color:#65B32E;"><span style="font-family:calibri,sans-serif;">Value for money assessment</span></span></strong></p>

<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">After each proposal submitted in response to an RFP is evaluated against the above assessment criteria, it will then be evaluated to determine best value for money consistent with Commonwealth procurement policies. The value for money assessment will include the consideration of:</span></p>

<ul style="font-family: calibri, sans-serif; font-size: 10.5pt; margin-left: 40px;">
	<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;">any risks or potential consequences for Defence that may arise if it were to proceed with the submission, such as potential non-compliance with the Innovation Contract Standard Terms or technical risks arising from the technology; and</li>
	<li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;">the extent to which all the proposed selection of successful technologies, taken together, best meets the objectives and requirements of Defence as set out in the RFP. This may include selecting an appropriate range or mix of technologies across the areas covered by the Challenge Statement.</li>
</ul>

<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">The cost of a proposal is not the only consideration. The lowest priced proposal will not necessarily be selected to proceed to an Innovation Contract.</span></p>

<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><strong><span style="color:#65B32E;"><span style="font-family:calibri,sans-serif;">Clarification and exclusion from further consideration</span></span></strong></p>

<p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">At any stage during the assessment process, Defence may:</span></p>

<p>Can RFP Packs be submitted after the closing date and time?</p>

<p><strong>Answer</strong></p>

<p>You must submit your completed proposal via the IHMS Dashboard no later than 1500h (3 pm) 4 June 2020 (AEST), the ‘Submission Deadline’ in accordance with 3.1.2 of the RFP Terms. This timing is critical to ensuring efficient processing of the submissions prior to AID20. For guidance on submitting your proposal, please refer to the instructions located on your ‘Draft RFP Pack’ Dashboard.</p>

<p><strong>Question 2</strong></p>

<p>How do we know if an uploaded RFP Pack has been received by the Innovation Hub?</p>

<p><strong>Answer</strong></p>

<p>Upon a successful submission via the IHMS Dashboard, you will automatically receive an email confirming that the Defence Innovation Hub has received your proposal. Should you not receive the confirmation email, you should immediately contact the Defence Innovation Hub to rectify the issue. If you do not contact the Defence Innovation Hub within two hours of the Submission Deadline any proposal submitted will not be processed in accordance with 3.1.2 of the RFP Terms.</p>

<p>The evaluation criteria for the Request for Proposal stage of Special Notice – Enhanced Land Force Support System (including demonstration at Army innovation Day 2020) (HUB-20-AID-001) is specified at Item 5 of the RFP Terms. <p>Development of the RFP content is at the discretion of Respondents. Your RFP pack should be completed including all mandatory fields or questions and compliant with the RFP terms. Competitive submission will focus on AID20 Challenge Statement as found on the Innovation Hub Website (https://www.innovationhub.defence.gov.au/call-for-submissions/solicitation/?id=d30592cf-f242-ea11-a812-000d3ad1c2b4) and demonstrate value for money for Defence. Respondents need to consider their own unique circumstances and business needs. You must ensure you met all minimum submission requirements in accordance with the Cover Letter and RFP Terms.</p>

<p>What is expected of a pitch of the proposed innovation, noting that innovations are at different levels of maturity?</p>

<p>Any display of the proposed innovation at the Army Innovation Day (Wednesday, 1 July 2020) should be in accordance with the terms set out in the Deed of Participation. Please note that the updated Deed of Participation has been&nbsp;made available to Participants and is available via your IHMS Dashboard.</p>

<p><strong>Question 6</strong></p>

<p>What is expected of a pitch of the proposed innovation, during the Army Innovation Day, on Wednesday 1 July, 2020?</p>

<p><strong>Answer</strong></p>

<p>Defence requires that Respondents provide a Pre-Recorded Presentation as part of participation. Please note that the&nbsp;Army Innovation Day Presentation Guide has been&nbsp;made available to Participants prior to Army Innovation Day, and is available via your IHMS Dashboard. This guide outlines particulars regarding format, duration, platform and other logistical matters.</p>

Deed of Participation amendment</p>

<p><strong>Answer</strong></p>

<p>Due to COVID-19, Army Innovation Day 2020 will be conducted ‘virtually’. Details of the virtual display are available in the ‘Army Innovation Day Presentation Guide’. An amended Deed of Participation has been released to reflect these changes and is available via your IHMS Dashboard. Please ensure you read this document carefully.</p>

<p><strong>Question 8</strong></p>

<p>Further information regarding the interface into the logistics information systems used by Defence.</p>

<p>Respondents are to provide information regarding platform integration where deemed appropriate within the Project Execution Plan - Item 17 of the Contract Phase Statement. Information regarding platform integration requirements should also be specified in Items 13 and 15 – of the Contract Phase Statement. System integration platforms used by Defence are not subject to public disclosure.</p>

<p><strong>Question 10</strong><br>

Do I need to list all of my subcontractors?</p>

<p><strong>Answer</strong></p>

<p>Respondents are required to list all proposed Key Subcontractors in its RFP submission. As per Item 48.1 of the Standard Terms, a Key Subcontractor includes parties who:</p>

<ul>
	<li>Use Defence Items on a regular basis or require ongoing access to Defence Premises;</li>
	<li>Provide goods or services that will form a significant part of the work under the contractor</li>
	<li>Create any IP, or provide IP that is or is likely to be, significant for the development, testing, production, installation, integration or use of the Technology.</li>
</ul>

<p>The suitability and potential risks in relation to Key Subcontractors will be assessed by Defence as part of the overall Value for Money assessment of your submission.</p>

<p><strong>Question 11</strong><br>

Do I need to list all third party IP products and services used to develop the proposed innovation?</p>

<p><strong>Answer</strong></p>

<p>It is in the commercial interest of Participants that all IP is listed and listing kept updated. Other Supplier IP (third party IP) should be specified in Annexure C where the IP in respect of the Technology or Contract Deliverable. Specifically, when IP is not likely to be significant for the development, testing, production, installation, integration or use of the Technology (such as commercial-off-the-shelf software and associated manuals) and the IP is owned by a person other than Defence, the Participant/Supplier or a Key Subcontractor. Annexure C is a live document and must be updated as Innovation IP is created or Other Supplier IP incorporated into the contracted work.</p>

<p><strong>Question 12</strong></p>

<p>What does Defence mean by “delivery of a prototype of the technology for user trials and evaluations with the Australian Army”, as per the Phase Objectives in Item 3 of the Contract Phase Statement (CPS)?</p>

<p><strong>Answer</strong></p>

<p>Defence’s expectation is that this Phase Objective forms part of the overall technology demonstration, including the potential for user trials involving Army personnel. This is still only expected to be at a Phase 2 technology maturity level, and not intended to encompass a more traditional Phase 3 “prototype” standard.</p>
