Army’s teams have always adapted to new challenges but are now experiencing changes to the character of warfare at a rate faster than many of Army’s processes and structures were designed for. Army has termed this Accelerated Warfare. It requires that the Army be connected, protected, lethal and enabled. It means that Army must deliver a support system able to sustain land combat operations in an effective and efficient manner through the leveraging of technology – to provide a balanced, agile and sustainable force.</span> <span style="font-family:calibri,sans-serif; font-size:10.5pt;">The LFSS synchronises effects (including industry) to prepare, project and sustain training and operation. It must be effective during conflict and aim to be as efficient as practicable during cooperation and training in Australia. The system must be digitised, scalable, protected, agile, resilient, integrated to function across the spectrum of conflict in a range of environments. The system must be survivable in both environments of electronic and physical threat. </span> <span style="font-family:calibri,sans-serif; font-size:10.5pt;">The LFSS environment encompasses the Computer information Systems (CIS) Network, the capability systems and command and control as shown in Diagram A.</span> <p></p> <h2 style="margin-top:6.0pt;text-align:justify;page-break-after:auto;"><strong><span style="color:#65B32E;font-family:calibri,sans-serif;font-size:12pt;">Overview</span></strong></h2> <p style="margin-top:-10.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">This Call for Submissions comprises this Challenge Statement, the Terms and the Assessment Criteria and Process.</span></p> <p style="margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">This Call for Submissions is Stage 1 of a two-stage procurement process. It is open to respondents registered in Australia or New Zealand only. Defence’s objective in this Call for Submissions is to select respondents to participate in the request for proposal process (Stage 2). As part of Stage 2 assessment, respondents will be invited to display their innovations at Army Innovation Day 2020 (AID20) on 01 July 2020.</span></p> <p style="margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">Defence’s objective, following Stage 2, is to select a number of respondents to enter into an Innovation Contract with Defence to deliver a demonstrator of the technology for user trial and evaluations with the Australian Army within 12 to 15 months after contract commencement. The LFSS encompasses all logistics, combat service support, deployable infrastructure and health functions to prepare, project and sustain the Joint Land Force across a diverse range of environments.</span></p> <p style="margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;"><b>The Challenge: Defence is seeking innovative proposals that enhance the Land Force Support Systems’ ability to ‘sense and respond’ in the following areas: Bulk Commodity Visibility, Personnel/Patient Tracking and Principal Item Management.</b></span></p> <p style="margin-top:6.0pt;margin-right:0cm;margin-bottom:6.0pt;margin-left:0cm;text-align:justify;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">Defence has embarked on a number of activities to improve situational awareness, enhance the physical systems and simplify the LFSS while improving agility, resilience, and assurance including the following:</span></p> <ul style="list-style-type:disc;font-size:10.5pt; Defence will also provide a draft Innovation Contract for respondents to complete the draft Contract Phase Statement, draft Project Execution Plan and relevant Annexes (e.g. the IP and Technical Data Schedules). <strong>Defence will not negotiate the Standard Terms of the Innovation Contract. Defence will not allow respondents to propose any new innovation which was not included as part of a Stage 1 submission.</strong></span></p> <p style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;margin-left:0cm;line-height:115%;"><span style="font-family:calibri,sans-serif; font-size:10.5pt;">Defence will assess the proposals received against the RFP Terms and assessment criteria (set out below) in order to decide which proposals represent the best value for money for the Commonwealth. font-size:10.5pt;">After each proposal submitted in response to an RFP is evaluated against the above assessment criteria, it will then be evaluated to determine best value for money consistent with Commonwealth procurement policies. The value for money assessment will include the consideration of:</span></p> <ul style="font-family: calibri, sans-serif; font-size: 10.5pt; margin-left: 40px;"> <li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;">any risks or potential consequences for Defence that may arise if it were to proceed with the submission, such as potential non-compliance with the Innovation Contract Standard Terms or technical risks arising from the technology; and</li> <li style="margin-top:4.8pt;margin-right:0cm;margin-bottom:4.8pt;">the extent to which all the proposed selection of successful technologies, taken together, best meets the objectives and requirements of Defence as set out in the RFP. <p><strong>Addendum 1 - Frequently Asked Questions</strong></p> <p>Please note the RFP Closing Time has been extended to 4 June, 2020 15:00 Canberra Time.</p> <p><strong>Question 1</strong></p> <p>Can RFP Packs be submitted after the closing date and time?</p> <p><strong>Answer</strong></p> <p>You must submit your completed proposal via the IHMS Dashboard no later than 1500h (3 pm) 4 June 2020 (AEST), the ‘Submission Deadline’ in accordance with 3.1.2 of the RFP Terms. This timing is critical to ensuring efficient processing of the submissions prior to AID20. For guidance on submitting your proposal, please refer to the instructions located on your ‘Draft RFP Pack’ Dashboard.</p> <p><strong>Question 2</strong></p> <p>How do we know if an uploaded RFP Pack has been received by the Innovation Hub?</p> <p><strong>Answer</strong></p> <p>Upon a successful submission via the IHMS Dashboard, you will automatically receive an email confirming that the Defence Innovation Hub has received your proposal. Should you not receive the confirmation email, you should immediately contact the Defence Innovation Hub to rectify the issue. If you do not contact the Defence Innovation Hub within two hours of the Submission Deadline any proposal submitted will not be processed in accordance with 3.1.2 of the RFP Terms.</p> <p>If you have any questions regarding the lodgement of your proposal, please contact the Defence Innovation Hub mailbox at: innovation.hub@defence.gov.au</p> <p><strong>Question 3</strong></p> <p>How are the proposals submitted under the Special Notice – Enhanced Land Force Support System (including demonstration at Army innovation Day 2020) (HUB-20-AID-001) assessed?</p> <p><strong>Answer</strong></p> <p>The evaluation criteria for the Request for Proposal stage of Special Notice – Enhanced Land Force Support System (including demonstration at Army innovation Day 2020) (HUB-20-AID-001) is specified at Item 5 of the RFP Terms. Guidance is also available in the ‘Assessment Criteria and Process’ document published on Defence Innovation Hub website (https://www.innovationhub.defence.gov.au/call-for-submissions/solicitation/?id=d30592cf-f242-ea11-a812-000d3ad1c2b4)</p> <p><strong>Question 4</strong></p> <p>How much effort is required/expected to be put into the RFP Pack?</p> <p><strong>Answer</strong></p> <p>Development of the RFP content is at the discretion of Respondents. Your RFP pack should be completed including all mandatory fields or questions and compliant with the RFP terms. Competitive submission will focus on AID20 Challenge Statement as found on the Innovation Hub Website (https://www.innovationhub.defence.gov.au/call-for-submissions/solicitation/?id=d30592cf-f242-ea11-a812-000d3ad1c2b4) and demonstrate value for money for Defence. Respondents need to consider their own unique circumstances and business needs. You must ensure you met all minimum submission requirements in accordance with the Cover Letter and RFP Terms.</p> <p><strong>Question 5</strong></p> <p>What is expected of a pitch of the proposed innovation, noting that innovations are at different levels of maturity?</p> <p><strong>Answer</strong></p> <p>Any display of the proposed innovation at the Army Innovation Day (Wednesday, 1 July 2020) should be in accordance with the terms set out in the Deed of Participation. Please note that the updated Deed of Participation has been made available to Participants and is available via your IHMS Dashboard.</p> <p><strong>Question 6</strong></p> <p>What is expected of a pitch of the proposed innovation, during the Army Innovation Day, on Wednesday 1 July, 2020?</p> <p><strong>Answer</strong></p> <p>Defence requires that Respondents provide a Pre-Recorded Presentation as part of participation. Please note that the Army Innovation Day Presentation Guide has been made available to Participants prior to Army Innovation Day, and is available via your IHMS Dashboard. This guide outlines particulars regarding format, duration, platform and other logistical matters.</p> <p><strong>Question 7</strong><br> <br> Deed of Participation amendment</p> <p><strong>Answer</strong></p> <p>Due to COVID-19, Army Innovation Day 2020 will be conducted ‘virtually’. Details of the virtual display are available in the ‘Army Innovation Day Presentation Guide’. An amended Deed of Participation has been released to reflect these changes and is available via your IHMS Dashboard. Please ensure you read this document carefully.</p> <p><strong>Question 8</strong></p> <p>Further information regarding the interface into the logistics information systems used by Defence.</p> <p><strong>Answer</strong></p> <p>Respondents are to provide information regarding platform integration where deemed appropriate within the Project Execution Plan - Item 17 of the Contract Phase Statement. Information regarding platform integration requirements should also be specified in Items 13 and 15 – of the Contract Phase Statement. System integration platforms used by Defence are not subject to public disclosure.</p> <p><strong>Question 9</strong></p> <p>What is expected as part of the ‘virtual’ Army Innovation Day 2020?</p> <p><strong>Answer</strong></p> <p>Please refer to the ‘Army Innovation Day 2020 Presentation Guide’ for further information on what is expected as part of the ‘virtual’ display of your Technology. This is available via your IHMS Dashboard</p> <p><strong>Question 10</strong><br> <br> Do I need to list all of my subcontractors?</p> <p><strong>Answer</strong></p> <p>Respondents are required to list all proposed Key Subcontractors in its RFP submission. As per Item 48.1 of the Standard Terms, a Key Subcontractor includes parties who:</p> <ul> <li>Use Defence Items on a regular basis or require ongoing access to Defence Premises;</li> <li>Provide goods or services that will form a significant part of the work under the contractor</li> <li>Create any IP, or provide IP that is or is likely to be, significant for the development, testing, production, installation, integration or use of the Technology.</li> </ul> <p>The suitability and potential risks in relation to Key Subcontractors will be assessed by Defence as part of the overall Value for Money assessment of your submission.</p> <p><strong>Question 11</strong><br> <br> Do I need to list all third party IP products and services used to develop the proposed innovation?</p> <p><strong>Answer</strong></p> <p>It is in the commercial interest of Participants that all IP is listed and listing kept updated. Other Supplier IP (third party IP) should be specified in Annexure C where the IP in respect of the Technology or Contract Deliverable. Specifically, when IP is not likely to be significant for the development, testing, production, installation, integration or use of the Technology (such as commercial-off-the-shelf software and associated manuals) and the IP is owned by a person other than Defence, the Participant/Supplier or a Key Subcontractor. Annexure C is a live document and must be updated as Innovation IP is created or Other Supplier IP incorporated into the contracted work.</p> <p><strong>Question 12</strong></p> <p>What does Defence mean by “delivery of a prototype of the technology for user trials and evaluations with the Australian Army”, as per the Phase Objectives in Item 3 of the Contract Phase Statement (CPS)?</p> <p><strong>Answer</strong></p> <p>Defence’s expectation is that this Phase Objective forms part of the overall technology demonstration, including the potential for user trials involving Army personnel. This is still only expected to be at a Phase 2 technology maturity level, and not intended to encompass a more traditional Phase 3 “prototype” standard.</p> <p><strong>Enquiries about the 2020 Army Innovation Day 1 July, 2020</strong></p> <p>Please reference the Deed of Participation provided by Defence.</p>
