As technology proliferates in the modern battlespace, the demand for Power and Energy (P&E) will increase, imposing greater levels of energy dependence for land combat.<br> <br> Army is mindful of balancing operational requirements with effective environmental waste management as part of Defence's ongoing commitment to environmental sustainability.<br> <br> This Challenge Statement is focused on addressing Army’s commitment to energy and environmental resilience. As Army seeks to understand and manage its environmental impacts it looks to Industry and Research Institutions to strengthen resource security, improve the efficiency of resource consumption and modernise waste management.<br> <br> <span style="color: #65b32e; font-family: calibri,sans-serif; font-size: 12.0pt;"><strong>Overview </strong> </span><br> This Call for Submissions (CFS) comprises this Challenge Statement, the Terms and the Evaluation Criteria and Process. This CFS is Stage 1 of a 2 Stage procurement process. <br> <br> <strong>Stage 1 – Call For Submissions </strong><br> It is open to Respondents registered in Australia or New Zealand only. Defence’s objective in this CFS (Stage 1) is twofold:</p> <p style="margin: 6pt 0cm 6pt 40px; text-align: justify; font-family: calibri, sans-serif; font-size: 10.5pt;">1. To evaluate and then select Respondents to participate in an evaluation during Army Innovation Day 2021 (AID21), held at the Brisbane Exhibition and Convention Centre; and<br> 2. Based on evaluations conducted at AID21, Army will select a number of Respondents to submit a Request for Proposal (RFP).</p> <p style="text-align: justify; font-family: calibri,sans-serif; font-size: 10.5pt; margin: 6.0pt 0cm 6.0pt 0cm;"><strong>Stage 2 – Request For Proposal </strong><br> Defence’s objective in the RFP is to conduct detailed Evaluation of the Proposals to select a number of Respondents to enter into an Innovation Contract with Defence to deliver a demonstration of the technology for Australian Army user evaluations within 12 to 15 months after contract commencement.<br> <br> If any technology will not be ready in this timeframe, Respondents are encouraged not to respond to this Call for Submission. An alternative is to consider an innovation submission through the Defence Innovation Hub (DIH) portal as an unsolicited innovation proposal - Priority Innovation Notice at the following link: <a href="https://www.innovationhub.defence.gov.au/call-for-submissions/"> https://www.innovationhub.defence.gov.au/call-for-submissions/ </a> . Proposals submitted through this method at the DIH are less time constrained than AID21 submissions.<br> <br> <strong style="color: #65b32e; font-size: 12pt;">Closing Time </strong><br> <span style="font-family: calibri, sans-serif; font-size: 10.5pt;">Respondents must submit a response to this CFS using the ‘Special Notice Proposal Submission Form’ at <a href="https://www.innovationhub.defence.gov.au/call-for-submissions/"> https://www.innovationhub.defence.gov.au/call-for-submissions/ </a> by <strong> 12:00 noon (local time in the Australian Capital Territory) on Thursday 28 January 2021 (Closing Time). </strong> </span> <br> <br> <strong><strong><strong><span style="color: #65b32e; font-family: calibri,sans-serif; font-size: 12pt;">Challenge context </span> </strong> </strong> </strong><br> <span style="font-family: calibri, sans-serif; font-size: 10.5pt;">Our challenge focuses on leveraging technologies to improve the energy and environmental resilience of the deployed Land Force through improvements in power, energy and environmentally responsible operations. The future deployable Land Force requires energy generation, management, storage, and distribution technologies to open new opportunities for deployable force infrastructure and platforms. Future P&E systems must address current (highly targetable) vulnerabilities, whilst themselves avoiding unwieldy technology and reducing parasitic demand on the supply chain. Defence is willing to consider renewable energies as an alternative for its platforms and capabilities, where these meet Defence’s operational requirements and improve Defence’s energy security and resilience.<br> <br> With the ever increasing demand for energy required by technological advanced capabilities, reduction of relative energy demand, introduction of new power technology and modernisation of waste management will continue to be critical for the deployable Land Force. font-size:10.5pt;">After each proposal submitted in response to an RFP is evaluated against the above evaluation criteria, it will then be evaluated to determine best value for money consistent with Commonwealth procurement policies.
